MEXT and METI have been promoting Cluster policies of the "Knowledge Cluster Initiative", "City Area Program" and "Industrial Cluster Project” for the reinforcement of the international competitiveness and revitalization of regions. In order to form industry-university-government networks and a stream of innovations, they are promoting strengthen the global competitiveness of Japanese and revitalizing the regional economies. The purpose of the Cluster Conference 2010 is to promote cluster formation based on regional initiatives.

Profile

Dr. Masao Horiba

Chairman, Innovation Initiative Network Japan
Supreme Counsel, Horiba Ltd.

Masao Horiba founded Horiba Radio Laboratory, when he was a student of Kyoto University, in 1945. He succeeded in developing the nation’s first glass electrode pH meter, and established HORIBA, Ltd in 1953. HORIBA ‘s Automotive Emissions Analyzers holds an 80% world market share, which sets standards across a wide range of industrial sectors.
He is currently Chairman at Innovation Initiative Network Japan, Chief Adviser at Advanced Scientific Technology & Management Research Institute of KYOTO, General Director at Kyoto Nanotechnology Creative Cluster Department and so on. He has been supporting to entrepreneurs with activities.
He received the 2006 Pittcon Heritage Award, the most authorized in the world of analysis chemistry.

Dr. Tim Minshall

Tim Minshall joined the Centre for Technology Management in October 2002 as a University Lecturer in Technology Management.
Before joining the Centre, he was a Project Manager and Board Member at St John's Innovation Centre Ltd where he worked on a series of projects to support industry / academic collaboration focused around new technology ventures. Two of his main projects were support for the setting up and early management of the University of Cambridge Entrepreneurship Centre (now Cambridge Enterprise and the Centre for Entrepreneurial Learning) and the management of the 'Developing Entrepreneurs' project.
Prior to working at St John's Innovation Centre, he worked as a teacher, consultant, plant engineer and freelance writer in the UK, Australia and Japan. He has B.Eng. from Aston University and a PhD from Cambridge University Engineering Department.

He is currently an External Examiner for MBA programmes at the Imperial College Business School, and a Visiting Fellow at Doshisha University Institute for Technology, Enterprise and Competitiveness in Japan.

Dr. Noboru Maeda

Professor, MBA, International management, Aoyama Gakuin University

Noboru Maeda joined SONY Corporation as Strategic Planning Manager, after working at IBM Japan and IBM USA. He engaged in worldwide SONY group such as VP Corporate Planning of SONY USA and Director Corporate Strategy of SONY Europe.
He changed career to a Professor, Kochi University of Technology in 1999, Osaka City University in 2003, and joined Aoyama Gakuin University in 2007 as Professor, MBA, International management.

Mr. Eisaku Ohtsuru

Project Director, Fukuoka Cluster for Advanced System LSI Technology Development

Eisaku Otsuru has been involved in Silicon Sea Belt Fukuoka Project since 2007 and is responsible for management of LSI promotion, and is currently Project Director at Fukuoka Cluster for Advanced System LSI Technology Development.
Before joining Fukuoka Cluster, he worked at Texas Instruments Japan Limited as Manager of Technology Marketing and System/Custom Business Development, and at Sony Semiconductor Kyushu Corporation as Representative of Oita Technology Center, and guest Professor at Kyushu University.

Mr. Hideto Okazaki

Secretary-general, Technology Advance Metropolitan Area

Hideto Okazaki joined the Sagamihara City Hall in 1976. After working at Staff Division, Financial Division, and Agricultural Administration Division, he was on loan to the Industry Promotion and Development Foundation of Sagamihara in 1998. He participated in TAMA project along with IT support for local company.
He became Secretary General of TAMA Industrial Vitalization Association Inc in 2001.
He was elected as “the 2003 Passion People in Regional Industrial Creation (executed by Cabinet Office)” and received 1St Nippon New Business Creation Awards, Support Department Excellent Prize in 2006.

Mr. Yasuo Uzura

Secretary-general, Osaka and Health Care service Industry Collaboration Platform
Senior research fellow / Producer, Institute of Creative Industries and Culture

Yasuo Uzura has been involved in medical and health care sector since 1987. He is currently conducting innovation support consulting in medical and health care sector emphasis on venture from University, cooperation with Government and academia, small and medium-sized enterprise support perspective.
He is secretary-general of Osaka and Health Care service Industry Collaboration Platform which he established with Osaka-fu and Osaka-city in 2005.

Mr. Kiyoshi Inoue

President, Ark Innovation Limited

After working at Fujistu Ltd.for 11 years, Kiyoshi Inoue established Trans-Science Incorporated in 2001, and operated 16 billion yen to both internal and external venture investment fund.
In 2007 he established Ark Innovation Limited and became president. He has an abundant experience in project management of strategy consultation, such as Toyota, Sumitomo Electric, SONY, Canon, Osaka gas, Kaneka, Shiseido, and so on.
He serves as a member of external experts for Evaluation Committee and Examination Committee established by Government.
